Backpacker magazine - with a strong Washington State subscriber base - has a great article ranking cities as best places to raise an 'outdoor kid'. It's an interesting set of cities - demographically this group will never win out over the little leaguers and the soccer moms, but, for sure, these are some lucky kids.
